HistoppriorityissecuringBaghdad,soCoalitionandIraqiforceshavelaunchedOperationTogetherForward,ajointefforttorestoresecurityandtheruleoflawtohigh-riskareasofthecity.TohelpthePrimeMinisterimprovesecurity,wewillcontinueembeddingCoalitiontransitionteamsinIraqiarmyandpoliceunits,andwewillhelpthenewIraqiMinistersofDefenseandInteriorimprovetheircommandandcontrol,rootoutcorruption,andinvestigateandpunishhumanrightsviolations.WewillalsosupportthePrimeMinisterasheworkstoreininillegalmilitias,buildajudicialsystemthatwillprovideequaljusticetoall,andpromotereconciliationamongtheIraqipeople.

ToaidthePrimeMinisterinrevitalizingIraq''''seconomy,wewillsendadditionalexpertstohelptheIraqigovernmentdevelopaneconomicframeworkthatwillpromotejobcreationandopportunityforallIraqis.WewillalsohelpthePrimeMinisterincreaseoilandelectricityproductionbyworkingtogetheronwaystoprotectkeyinfrastructurefromattacks,andtoquicklyrestoreoilandelectricityproductionwhenattacksdooccur.

Finally,AmericawillhelpthePrimeMinisterengagetheinternationalcommunityinIraq''''ssuccess.WewillencourageothernationstofulfillthemonetarypledgestheyhavealreadymadetohelpthenewIraqigovernmentsucceed.WewillalsosupportthePrimeMinister''''seffortstoforgeanewinternationalcompact.Underthiscompact,Iraqwilltakeaseriesofstepsinthepolitical,economic,andsecurityareas,andinreturn,theinternationalcommunitywillprovideIraqwithmorerobustpoliticalandeconomicsupport.

Duringmytrip,IwasimpressedwiththePrimeMinister,theteamhehasassembled,andtheplanhehassetforhisgovernment.Iappreciatehisdetermination,andthedeterminationofhisCabinet,tomakehisagendawork.ItoldthemthatthefutureofIraqisintheirhands.AndItoldthemthatAmericaisanationthatkeepsitsword,andAmericawillstandwiththemasweworktowardoursharedgoal:afreeIraqthatcangovernitself,sustainitself,anddefenditself.Byseizingthismomentofopportunity,wewilldefeatourcommonenemiesandbuildalastingdemocracyintheheartoftheMiddleEast,andthatwillmakeAmericans,Iraqis,andtheworldmoresecure.
